This is a community training program sponsored by Microsoft, United States Agency for International Development (USAID), Qualcomm Telecommunication Group, EVNTelecom and HP Corporation; launched and moderated by Centre of Research and Consulting, Hanoi University of Technology.
The program was launched by Deputy Prime Minister Pham Gia Khiem, Head of Microsoft General Embassy Bill Gates and other sponsors’ in April 2006.

TOPIC64 stands for Training Online Programs and Incubation for Communities in 64 cities and provinces of Vietnam. This is a community training program sponsored by Microsoft, United States Agency for International Development (USAID), Qualcomm Telecommunication Group, EVNTelecom and HP Corporation; launched and moderated by Centre of Research and Consulting, Hanoi University of Technology. Program purpose
TOPIC64 makes room for anyone to have a chance to approach and use technology to upgrade their working efficiency, and improve quality of life through raising information technology education ability in community training centers.
The process of deployment
TOPIC64 runs in 2 years, including 2 steps of supporting local IT community training centers.
§ Step 1: Supporting over 500 IT training centers in the entire country. Centers will receive: training curriculum “Unlimited potential” (UP) with 8 CDs and documents of 8 basic IT and communication courses in international standard translated to Vietnamese. As well as, VCD of “Education method of UP”, lecturers’ supporting tools, VCD of “IT training center firm business model”, supports for updating education and management knowledge through the website, www.topica.edu.vn. Furthermore, the allowance to join "TOPIC64- IT for your life” with many attractive prizes.
§ Step 2: In addition to Step 1, 60 out of 500 centers will continuously receive the following device supports, licensed software of Microsoft, wireless network connection of EVN through Qualcomm devices, Internet free of charge for 1 year, advertising on websites, flyers and receiving benefits from the brand of TOPIC64 in the entire country. Furthermore they will be sponsored to take part in conferences on constructing and developing firm IT training centers in Hanoi or Ho Chi Minh city.
